Delta Lifting in Chicot County: Prep for Your Crane Exam

Chicot County is the far southeast corner of Arkansas, where the Mississippi River forms the eastern boundary and Louisiana sits to the south. Lake Village, the seat, lies on the western shore of Lake Chicot, a former main channel of the Mississippi and the largest natural lake in the state. The land is flat, fertile Delta farmland known for cotton, rice, soybeans and catfish, so most crane work here supports agriculture: grain bins, dryers, equipment sheds and irrigation structures, plus bridge, levee and pumping-plant jobs on the river side. Operators and riggers in the county can prepare for accredited exams online rather than traveling to a classroom.

Soft ground is the first problem

Delta soils are deep, fine and slow to drain. After a rain, a farmyard that looked solid can let an outrigger pad sink. Operators here should treat ground conditions as part of every lift: ask what is under the setup area, use properly sized mats, and watch the level indicator through the pick. The federal rule puts responsibility for adequate ground on the controlling entity, but the operator still has to stop when the ground is not right.

Seepage near the Mississippi River levee and around old channels adds another variable. Stay off the levee slopes unless the levee authority has approved the work.

Grain bins, dryers and farm steel

Chicot County is consistently among the state's largest cotton producers, and row-crop farms here store and dry grain on site, and bin erection is a crane job: roof sections, ring-by-ring sidewall, then legs, catwalks and spouting at height. Those lifts combine large surface area with open, flat country where nothing breaks the wind. A clear wind limit, tag lines on every panel and a dedicated signal person keep them under control.

River structures and the Lake Chicot pumping plant

The county has some of the heaviest equipment in the Delta. The Corps of Engineers' Lake Chicot Pumping Plant, installed in 1985 as part of a project to divert muddy runoff around the lake, sits in an eight-story structure with ten 3,100-horsepower motors and two 1,250-horsepower motors; in 2020 the Vicksburg District closed the plant's bridge temporarily for component reinstallation. Pump, motor and gate work on structures like this is planned rigging at its most demanding, usually done by specialty contractors under federal contract requirements.

To the east, the US 82 bridge to Greenville, Mississippi, is a 2.5-mile cable-stayed crossing with 425-foot towers. It was finished in 2006 and opened to traffic in 2010, replacing the 1940 bridge. Any future maintenance, lighting or inspection work on a span like that calls for operators and riggers who can document their qualifications.

Heat, storms and high water

Summers in the lower Delta are hot and humid, and spring storm systems can bring high winds, hail and tornadoes. The Mississippi's spring rise can affect access in low areas. Plan heavy lifts for early in the day during summer, and keep an eye on forecasts during storm season so the boom is down before a line arrives.

Certification in a state with no crane license

Arkansas does not license crane operators. Private employers are covered by federal OSHA through the Little Rock Area Office, and construction lifts follow 29 CFR 1926 Subpart CC, which requires accredited operator certification and an employer evaluation, plus qualified riggers and signal persons. Our requirements guide goes further.

Written exams are available through Online Proctored Testing, at test centers or at events; the practical exam is hands-on at an accredited site set up through the certifying body. From Lake Village, Greenville, Mississippi, is just across the river, and Little Rock is a long drive northwest.

Questions people ask

Is grain bin erection covered by the federal crane rule?

Erecting a new bin is generally construction, so the crane rule usually applies. Some equipment is excluded, so confirm with your employer which category your machine and job fall into.
