Crawford County sits on the north bank of the Arkansas River across from Fort Smith, where I-40 meets I-49 near Alma. Two public projects define crane work here for the rest of the decade: the first segment of the I-49 extension, which carries the interstate across the Arkansas River toward Barling, and a planned slackwater harbor at Van Buren. Both need marine and bridge crane crews, certified riggers and signal persons. The I-49 crossing of the Arkansas River
In October 2024 the Arkansas Department of Transportation awarded Tulsa-based Manhattan Road & Bridge a $282.5 million contract for a 3.1-mile stretch of I-49 from Highway 22 in Barling to Gun Club Road in Crawford County. The centrepiece is a new bridge over the Arkansas River. ARDOT estimated completion in early 2029, and this contract is only the first of four needed to finish the roughly 14-mile gap between Barling and the I-40/I-49 interchange near Alma, a segment ARDOT puts at about $1.3 billion.
Bridge work of this kind uses cranes on barges and work trestles for drilled shafts and pier caps, then large crawler or truck cranes for girder setting, often in tandem. That is LAT and large-telescopic territory, with lift plans prepared by engineers and executed by riggers who understand load sharing, sling angles and wind on long girders. Later contracts on the remaining segments should keep similar work in the area for years, though schedules depend on funding.
Port of Van Buren and river freight
Van Buren established the first port authority in Arkansas, and the city has long served as a crossroads of rail, river and highway. In November 2023 the U.S. Department of Transportation awarded $15.096 million toward a slackwater harbor there. Construction had been expected to start in April 2026, but the schedule slipped and officials, including U.S. Rep. Steve Womack, have been working to get it back on track. Once it moves forward, sheet piling, dock structures and material handling equipment all involve crane work, and port operations themselves rely on cranes to move barge cargo.
Crawford County Judge Chris Keith has said the port expansion and the I-49 work together could bring population and job growth, which tends to show up first as warehouse, commercial and housing construction near the interchanges.
Working on and near the river
River work adds problems that dry-land lifts do not have. Barge-mounted cranes have reduced capacity charts that account for list and trim, the Arkansas River can rise quickly after storms upstream in Oklahoma, and soft alluvial soils on the banks need careful mat and crane pad design. North of Alma the county climbs into the Boston Mountains along I-49, where grades and tight access roads complicate setup for utility and highway crews.
Western Arkansas weather is active: spring storm lines with strong gusts, occasional ice in winter and long humid summers. Any certification study should include how to read wind charts and when a lift plan says stop.

Rules and testing
No state or city crane license applies in Crawford County that we could find. Federal OSHA covers private construction here through the Little Rock Area Office, and 1926.1427 calls for accredited operator certification plus an employer evaluation. Written tests can be taken online with a proctor, at a test center or at an event. The practical is always hands-on at an accredited site; Tulsa is about 90 minutes west and Little Rock roughly two and a half hours east, depending on where the certifying body has dates.

Are barge cranes covered by the same rules?
