Fort Smith sits where the Arkansas River crosses into Oklahoma, and it has long called itself the manufacturing center of the state. Ebbing is the biggest lifting story in town
The U.S. Air Force picked Ebbing in March 2023 to host F-35 training for partner nations such as Singapore, Switzerland, Poland, Germany and Finland. The aircraft count was later raised from 24 to 36. On May 6, 2026, the Army Corps of Engineers Little Rock District broke ground on a 44,000-square-foot, $74 million academic training center that will hold classrooms and four flight simulators. In 2026 the Department of Defense also awarded BL Harbert International a $41.8 million contract for a three-bay F-35A maintenance hangar and a $39 million contract for a special access program facility.
Hangar framing, long-span roof trusses and the mechanical equipment that goes on top of secure buildings mean mobile and crawler cranes on the airport side of town for several years. Federal jobsites also tend to be strict about paperwork: expect a general contractor to ask for current operator certification, a signal person qualification and evidence that riggers are qualified before anyone touches a tag line.
Factory floors that keep growing
The city's manufacturing base is broad. Mars Petcare opened its Fort Smith plant in 2009, announced a $145 million expansion in 2021 that added more than 200,000 square feet and two production lines, and later announced a further investment of about $117 million. Glatfelter bought a building in Chaffee Crossing for a specialty materials plant aimed at the wipes and hygiene market. Baldor Electric, owned by ABB, makes motor components here, and Owens Corning and Tyson Foods also operate in the area.
Plant work is a different kind of lifting from building steel. It is often indoors or under low overhead, with tight setups beside running lines, and it relies heavily on rigging skill: picking a mixer or extruder by its engineered lift points, rolling machinery on skates, and using a small hydraulic or carry deck crane where a big machine won't fit.

River freight and the Oklahoma line
Five Rivers Distribution manages the port of Fort Smith, part of the McClellan-Kerr Arkansas River Navigation System. Barge-to-truck and barge-to-rail transfers of steel coil and bulk goods need operators who understand dynamic loading and swing control near water. The river also floods: in May 2019 record high water threatened to shut port operations along this stretch for months, a reminder that ground conditions near the bank can change quickly.

How the rules apply here
Arkansas has no OSHA State Plan, so private Fort Smith employers answer to federal OSHA through the Little Rock Area Office. The state does not issue a crane operator license. Operators need certification from an accredited testing organization plus an employer evaluation under 29 CFR 1926.1427; signal persons and riggers must be qualified under 1926.1428 and 1926.1425. Will online prep get me onto the Ebbing jobsites?
We can't promise that, and we don't speak for the contractors there. What the course does is prepare you for the written exams of accredited certifications that federal and commercial projects commonly ask for. Site access, badging and hiring are up to the contractor.
Where do Fort Smith operators take the practical exam?
The practical is a hands-on test at an accredited practical test site arranged through the certifying body. Written exams can be taken by Online Proctored Testing, at a test center or at a scheduled event. Tulsa is about two hours away and Little Rock roughly two and a half, which helps when an event is scheduled in one of those metros.
