Newport-Area Crane and Rigging Prep for Jackson County
Newport is a steel town most people outside Arkansas never hear about. Arkansas Steel Associates operates a mill there, a forging line partnership with Park-Ohio set up Southwest Steel Processing beside it, and aluminum and metals processing round out the industrial side of town. Around it lies flat White River and Delta farmland. For riggers, signal persons and crane operators, Jackson County means metals plants, heavy equipment installs and farm and grain construction — work where qualifications are checked closely.
Metals plants and their contractors
Southwest Steel Processing, a partnership between Park-Ohio and Newport's Arkansas Steel Associates, announced an $18 million investment and 100 jobs in 2015 for a new forging line. Gränges, an aluminum company, has also announced a $26 million, 100-job expansion in Newport, and Nucor set up a scrap recycling operation serving Jackson County in 2022. Each project means furnaces, presses, crane rails and structural steel set by outside crews.
Inside the mills, overhead and gantry cranes handle daily production under general industry rules. The construction side — new buildings, equipment installs, mobile crane work during shutdowns — is where Subpart CC certification and qualified riggers are required.
Aluminum, snacks and a restart
The aluminum plant in Newport has its own history. Gränges, a Swedish company, bought the former Noranda Aluminum rolling mill in 2016, and in 2018 announced a $26 million investment to restart and expand it, growing from 21 positions to more than 100. The plant has one of the widest aluminum rolling mills in the United States, and wide rolling mills mean heavy rolls, housings and coil handling equipment. Restarting idle equipment is lift-heavy work: inspections, removals, replacements and new installs, much of it done by contract crews under construction rules.
Food manufacturing is part of the mix too. Shearer's Snacks announced in 2017 that it would add 85 jobs at its Newport plant, bringing it to about 480 workers. Food plants call for different lifts than steel mills: stainless process equipment, rooftop refrigeration and packaging lines set into sanitary areas where rigging gear has to stay clean and floors may limit where a crane or forklift can travel.
A reminder of what's at stake
In 2014, a worker was killed at the Newport steel plant when a cable carrying a kettle of molten steel failed, according to public radio reports. Wire rope inspection, rated capacity and load control are not abstract test topics in a town like this. Good rigging training is about recognizing worn rope, damaged hardware and hidden overloads before a lift, not after.
Delta ground and river weather
The White River floods its bottoms in wet years, and Delta soils lose strength quickly when saturated. Grain bins, elevators and farm shops around Tuckerman and Swifton are often built on ground that needs mats and careful outrigger placement. Spring tornado season and summer heat are the other two seasonal factors to plan around.
Certification basics
- No Arkansas crane license; federal OSHA's Little Rock Area Office enforces the rules for private employers.
- Operators: accredited certification plus employer evaluation under 29 CFR 1926.1427.
- Riggers and signal persons: qualification under 1926.1425/1404 and 1926.1428.
