Phillips County Crane Certification for River and Grain Work
Phillips County sits on the Mississippi River, and its working waterfront is the Helena Harbor: a slackwater harbor and industrial park run by the Helena-West Helena/Phillips County Port Authority. Grain moves through elevators, barges load at terminals, and the alluvial farmland around it keeps equipment dealers and ag processors busy. Helena Harbor and the riverfront
Union Pacific's site profile places the harbor park off Highway 20, about six miles south of Helena, on a channel the Corps of Engineers dredges to nine feet. The Arkansas Waterways Commission notes rail, gas, power and water service on site. Target industries include distribution, bioenergy and food and agricultural processing.
Envirotech Chemical Services dedicated a $15 million disinfectant plant at the harbor in 2015. That same year, the Arkansas Midland Railroad briefly shut its 15-mile Helena line over safety concerns until the port authority raised about $450,000 toward repairs, a reminder of how much the park depends on rail. Downtown, Helena Marine Service runs harbor fleeting and barge terminal services near the Helena Bridge.
Riverfront lifting brings its own problems: crane barges and dock cranes that move with the current, wet loading areas, and loads swinging over open water. Those are exactly the hazards a qualified rigger and signal person are supposed to manage.
Grain season and Delta farm work
ADM and Viserion Grain both post elevator jobs in Helena, including seasonal harvest positions. Elevators need conveyor sections, spouts, legs and bin parts set and replaced, much of it at height with a mobile crane. A biodiesel plant, Delta American Fuel, has also been announced in the county alongside a fertilizer distributor.
Delta ground is flat but soft. After a wet spell, the silty clay can lose bearing under an outrigger pad, so mats and cribbing are standard. Summer heat and humidity, spring tornadoes and river flooding round out the conditions crews plan around.
Rehabbing the U.S. 49 river bridge
On November 1, 2024, ARDOT announced a $43.9 million grant from the federal Bridge Investment Program to rehabilitate the U.S. 49 bridge over the Mississippi between Helena-West Helena and Lula, Mississippi. The bridge is nearly a mile long and was rated in poor condition; the work is meant to raise its load rating and buy 20 to 25 years of service while the two states plan a future crossing built for the New Madrid seismic zone. Mississippi's transportation department is co-applicant.
Harbor upgrades keep coming too. A 2021 Arkansas Waterways Commission grant of $287,800 paid for a water chlorination booster station, early work on a small container laydown yard and an inspection of the harbor's 60-ton bridge crane. At Enviro Tech's harbor plant, employment has grown to about 120 since it opened in 2015.
Federal rules, local enforcement office
Arkansas has no crane license of its own. Federal OSHA covers private employers here through its Little Rock Area Office, and Subpart CC sets the standard: accredited operator certification under 1926.1427, qualified signal persons under 1926.1428 and qualified riggers under 1926.1425. Getting to your exams
Written exams can be taken by Online Proctored Testing, so the first half can happen at home. The practical has to be done hands-on at an accredited site. From Helena, Memphis and Little Rock are the nearest metros to watch for scheduled practical events.

I work at a grain elevator and only run the crane at harvest. Is certification still required?
If the work counts as construction under Subpart CC, yes. Ask your employer how it classifies the work. Many elevator crews certify anyway because maintenance and construction overlap.
Which course covers barge and dock rigging?
Rigger Level 1 covers hitches, slings and load control. Rigger Level 2 goes further into load weights and center of gravity for planned lifts.

Does a crane at a marine terminal fall under Subpart CC?
