Monroe County Crane Prep: Bridges, Rail and Delta Farms

Monroe County sits halfway between Little Rock and Memphis, where Interstate 40 crosses flat Delta farmland and the White River winds south past Clarendon. Rice, soybeans, cotton and wheat drive the economy, Brinkley grew up as a railroad town, and the river crossing at Clarendon has been one of the most talked-about bridge projects in eastern Arkansas. Each of those brings a different kind of lift.

The Clarendon crossing

The old U.S. 79 truss bridge over the White River at Clarendon dates to 1931 and was listed on the National Register. A long-standing agreement called for a new crossing with long approaches across the Cache River bottoms and the White River National Wildlife Refuge. The Encyclopedia of Arkansas says the new bridge and roadway south of Clarendon opened in 2015; a federal inventory lists the main structure as a steel continuous bridge of about 9,468 feet. In January 2018 the Arkansas Department of Transportation opened bids to remove the old span, with the low bid at $11.3 million, while local residents went to court trying to save it. That challenge failed, and the old span was removed afterward.

Bridge building and removal over a navigable river is crane-intensive work: girders set from barges and the bank, cofferdams, pile driving and piece-by-piece dismantling of steel trusses. It is the kind of job where riggers and signal persons matter as much as the operator.

Long approach structures over a wildlife refuge add their own limits. Work windows, access roads and where equipment can sit in wetland bottoms are often set by permits, so cranes may work from temporary trestles or mats instead of open ground. Those conditions come back on any future White River or Cache River crossing, and on the bottomland bridges that state routes cross all over the county.

Rail town, farm county

Brinkley has been a rail and agriculture center since the line across the White River was completed in 1871. Rail maintenance and grain handling both need cranes, and farm operations across the county put up bins, dryers and shops with boom trucks.

Heavy Delta clay holds water. After a wet spell, an outrigger can sink into what looked like firm ground the day before, so mats and a ground check belong in every setup.

Exams, an hour or so each way

Brinkley is roughly 70 miles from Little Rock and about 75 from Memphis along I-40. Written exams can be done with a remote proctor; practical exams need an accredited site with a crane and examiner, scheduled through the certifying body. ArDOT lets bridge contracts to private contractors, often from outside the area. We don't speak for any contractor, but they generally expect certified operators and qualified riggers.

What does a crane on a temporary work trestle require?

The trestle itself is engineered for the crane and its loads, and the operator works within the limits on that design. Expect a lift plan, careful positioning of outriggers or tracks on the deck, and a signal person when the load drops out of sight below the deck.
