Wynne and Cross County: Crane Prep for Rebuilding and Farm Work
On March 31, 2023, a tornado tore through Wynne, destroying the high school along with many homes and businesses. Rebuilding has been a long job for the town of about 8,300. By August 2025 the school district reported structural steel going up for a new high school, which is exactly the kind of work that needs a certified crane operator, qualified riggers and a signal person. The rest of the county is rice, soybean and cotton country split by Crowley's Ridge. Online prep lets Cross County workers get ready for accredited exams without leaving home.
What the rebuild looks like for crane crews
After the storm, Wynne High School students finished the year in East Arkansas Community College space and then in temporary buildings while the old site was cleared. The new building's steel frame means columns, beams and roof joists flown by a mobile crane, with riggers and connectors coordinating every pick. Homes, churches and businesses across town have also been rebuilt piece by piece, with boom trucks setting trusses and HVAC units.
Polk Stanley Wilcox, the project architect, lists the replacement school as opening for the 2026-27 school year; a year after the storm, the superintendent had named January 2027 as the move-in goal.
Storm recovery work has its own hazards: debris, damaged structures that may not carry loads the way drawings say, and power lines that are down or re-energized without warning. Training that covers power line clearances and load control pays off on these jobs.
Rice, grain and farm lifts
Rice is the county's top crop, followed by soybeans and cotton. Grain bins, dryers and elevator legs at farms and co-ops are erected and repaired with cranes, typically on flat, soft Delta ground where crane mats are a must. Harvest season compresses this work into tight windows.
- Mobile crane operator for school, commercial and grain bin lifts
- Rigger level 1 for steel and equipment crews
- Service truck crane operator for farm equipment and service trucks
Copper tube and rice mills
Wynne's biggest factory is Mueller's copper tube plant, where Mueller Streamline makes tubing for plumbing and HVACR. In July 2025 the company announced a roughly $7 million upgrade expected to add about 60 jobs over two years, with site work already started early that year. Upgrades in a tube mill mean drawing equipment, furnaces and coil-handling machinery moved and set, often beside lines that stay in production.
Rice processing is the other industrial thread. RiceBran Technologies bought Golden Ridge Rice Mills' milling and bran stabilization plant in Wynne in 2018, and a 2013 Arkansas Business article listed Wynne among Producers Rice Mill's locations. Receiving stations and mills replace elevator legs, conveyors and bins from time to time, and that work goes to the same crane and rigging crews who handle farm bins.
Ridge and Delta conditions
Crowley's Ridge runs north to south through the county, a band of loess hills where Village Creek State Park sits. On either side is flat farmland. That means a crew might set up on firm upland soil in the morning and on waterlogged bottomland after lunch. Spring tornadoes, summer heat and humidity, and the occasional ice storm round out the planning list.
Exams and rules
Arkansas has no state crane license. Federal OSHA, through the Little Rock Area Office, covers private employers here, and construction cranes fall under 29 CFR 1926 Subpart CC. See the requirements guide.
Written exams are available through Online Proctored Testing, test centers and events. The practical is hands-on at an accredited site arranged through the certifying body. Memphis is about an hour east, and Jonesboro and Little Rock are within a couple of hours.
Questions people ask
Does this page cover Parkin and Cherry Valley?
Yes. It covers Wynne, Parkin, Cherry Valley, Hickory Ridge and the rest of Cross County.
Do I need certification to help rebuild after a storm?
Crane operators on construction work, including rebuilding, generally need certification under the federal rule. Riggers and signal persons must be qualified too. Your employer handles the specifics.
Which course fits a maintenance hand at a tube mill?
Start with Rigger Level 1 and the signal person course. If you also run the mobile crane that comes in for installs, add the mobile crane operator course.
Is grain bin work covered by the construction crane rule?
Building or erecting bins is construction, so the crane rules apply. Your employer can confirm how it treats other farm lifts.
